What happens to declined guests?

They stay on the list under the Declined count so you keep the record, and the Find Your Seat page never shows them. A declined guest who was already seated keeps the seat until you unseat them, so drag them off to free it.

The exported chart and the printed cards show whoever is seated, so unseating declined guests before you export is the one habit to keep. The guest list export includes the RSVP column, which is the record of who declined.
